Cabinet nod for revised norms for appointment of dependents of government employees who die in harness

The Cabinet on Wednesday gave its nod, in principle, for the revised conditions for appointments under the Scheme for the Compassionate Employment of the Dependents of Government Servants who Die in Harness.

The appointments will be made without taking into consideration the circumstances in which the government servant has died. The dependents of invalid pensioners will not have a claim under this scheme.

Also, the dependents of government servants who die while on extension of service or re-appointment will not be eligible.

Dependents of teachers, including college Principals, are eligible for being considered under the scheme. However, the employees of aided institutions are not eligible. Neither are dependents of employees who have taken voluntary retirement from service.

For being eligible under the scheme, the dependent in question should have been 13 years old or above on the date of the death of the government employee. The following dependents are eligible; Widow/widower, son, daughter, adopted son or adopted daughter. In the case of unmarried employees, father, mother, unmarried sister or unmarried brother will be considered in order of priority.

Married son or daughter, for being eligible, should produce a certificate from the tahsildar proving that they were dependents of the employee even after their marriage. All dependents other than widow, widower should produce a no-objection certificate. If there is a dispute among the dependents, the person named by the widow/widower will be selected.

In the case of divorced employees who die in harness, son, daughter, adopted son and adopted daughter will be eligible.

Children from the first marriage also have a claim in cases where the employee was legally diovred and remarried.

The revised norms were introduced in view of the delay in disposing of applications for appointments of dependents, the government said.
