A.P. government constitutes State-Level Sanctioning Committee under PM-RKVY


Andhra Pradesh Government has constituted a State-Level Sanctioning Committee (SLSC) under Paramparagat Krishi Vikas Yojana (PM-RKVY) on Monday (February 10), under the chairmanship of Chief Secretary.

The committee chaired by Chief Secretary will have other members, including the Secretaries of Finance, Planning, Environment and Forests, Panchayat Raj, Rural Development, Water Resources, commissioners and directors of Agriculture, horticulture and others, Ex-officio Special Chief Secretary, Agriculture and Cooperation Department B. Rajsekhar notified in a G.O. Rt. No. 68.

Mr. Rajsekhar further explained that, the committee has the roles and responsibilities including to prepare and submit proposals to government of India as per the approved guidelines and cost norms of the respective schemes, up to a maximum of 125% of the amount allocated to the State under PM-RKVY, as per GoI Guidelines.

The government of India has introduced a restructured scheme — Paramparagat Krishi Vikas Yojana (PM-RKVY) — by merging various Centrally Sponsored Schemes (CSSs). The restructured scheme includes components such as Soil Health and Fertility, Rain fed Area Development (RAD), Agriculture Mechanization (including CRM), Per Drop More Crop (PDMC), Sub-Mission on Agroforestry, and the Crop Diversification Programme (CDP). The scheme will continue to be implemented as a Centrally Sponsored Scheme as per the operational guidelines of Government of India.

As per the new operational guidelines of PM-RKVY, the primary objective of the scheme is to provide States with flexibility and autonomy in implementing agriculture-related projects tailored to meet local needs. The scheme focuses on enhancing agricultural production, productivity, and farmers’ income through the creation of pre- and post-harvest infrastructure, support for start-ups, and promotion of youth entrepreneurship. Additionally, the scheme emphasizes sustainable farming practices, improved resource management, and climate resilient agriculture.

The scheme includes, increasing water-use efficiency through micro-irrigation (PDMC), promoting farm mechanization (SMAM), issuing soil health cards for nutrient management (SH&F), supporting organic farming (PKVY) for eco-friendly and chemical-free food production, resource conservation, capacity building, and integrated farming systems in rainfed areas (RAD), a Agroforestry initiatives to expand tree plantations and improve rural livelihoods and crop residue management (CRM) to address environmental pollution and restore soil fertility (CDP).

In accordance with the new guidelines, it is proposed to establish a State-Level Sanctioning Committee (SLSC), headed by the Chief Secretary of Andhra Pradesh, to oversee the implementation of PM-RKVY in the State. The SLSC will review proposals and submit the Annual Action Plan (AAP) under each component of PM-RKVY to the government of India (GoI). The committee shall convene at least twice a year or as required to monitor the scheme’s progress.
